There is nothing more disheartening to the unemployed as hearing those words!

I’d say it works both ways – sometimes an employer would prefer a candidate who can start the job immediately, rather than one who has to work a notice period. It was certainly the case for me for the times in my life when I have been unemployed (either by choice or otherwise).
