Building an effective netwrok takes skills. Just telling people to network effectively without the skills is like asking people to speak a new language without any instruction. Linked in does not allow you to connect to people you don't know. That can make it difficult to use. Join your university groups on Linked in and Facebook. Ask members for career advice. Some of the alumni will be open to allowing you to contact them and become their Facebook or LinkedIn friend. Then as you build your network of people you connected to their network becomes accessible to you. It grows geometrically.
Ask for advice not a job. Develop a pitch which includes something about what you are looking for and what skills you bring to the table. Most people need help with this in that they have not done it before. Professional help is advised. You can find me on Examiner.com, Facebook, Twitter and Linked in. I won't turn you down.
